Excludes capital construction costs from the definition of "education spending" when calculating excess spending penalties under Vermont's education property tax system

Expands the bond payment exclusion from education spending calculations to cover all voter-approved bonds, removing the previous limitation that only applied to bonds approved before July 1, 2024

Automatically grants "good cause" status to any school district that begins construction before July 1, 2026, allowing them to remain eligible for State Aid for School Construction Program funding despite starting before final approval

The excess spending exclusion provision takes effect immediately upon passage, while the construction aid provision takes effect July 1, 2026
