Grants employees of Vermont State Colleges and the University of Vermont the right to strike, creating an exception to the current prohibition on strikes by state employees

Removes the classification of strikes as an unfair labor practice for employee organizations representing Vermont State Colleges or University of Vermont workers

Amends 3 V.S.A. § 903 (Employees' Rights and Duties) and 3 V.S.A. § 962 (unfair labor practices) to carve out public higher education employees from strike restrictions
