Creates new legal classification of "first responder in communications" for 911 call takers, public safety dispatchers, emergency telecommunicators, and emergency communications dispatchers certified by the Vermont Enhanced 911 Board or employed by emergency provider organizations

Extends workers' compensation coverage for post-traumatic stress disorder (PTSD) to first responders in communications, with a legal presumption that PTSD was incurred during line-of-duty service unless proven otherwise by preponderance of evidence

Eligibility for PTSD benefits extends to those diagnosed within three years following their last active date of employment as a first responder in communications

Requires employers to provide training to maintain and enhance the knowledge, skills, and proficiency of first responders in communications, to the extent practicable
