Defines "hours worked" to include all time performing duties plus paid leave, paid time off, and paid standby time

Permits bargaining units, municipalities, and fire districts to adopt more protective overtime thresholds through collective bargaining or local ordinance

Takes effect July 1, 2026, with municipalities required to complete scheduling and staffing adjustments by January 1, 2027
