Board of Liquor and Lottery authorized to issue up to two casino gaming licenses in Vermont, with each license valid for five years and renewable for an additional five years

License fee set at $5,000,000 (payable in full or in five annual $1,000,000 installments), plus a nonrefundable $100,000 application fee

10% wagering tax imposed on adjusted gross receipts from casino gaming, with all revenues deposited into the Education Fund

Municipalities may assess a 1% local option casino gaming tax if approved by voter majority at an annual or special meeting
