Creates the Joint Government Oversight and Accountability Committee with 8 members (4 from each chamber, bipartisan), empowered to issue subpoenas and administer oaths to investigate matters of significant public concern, including issues costing over $100,000,000 or affecting vulnerable populations

Requires the Committee to issue annual reports on investigated issues, current objectives, two-year goals, and resource needs, with the chair position rotating biennially between House and Senate

Changes the default deadline for periodic agency reports to the General Assembly from January 15 to November 15, and requires agencies to notify relevant committees if reports will be late

Directs the Agency of Administration to review State grant-awarding procedures and submit recommendations by December 15, 2026 on simplifying applications, reducing reimbursable agreements, increasing indirect rates, and reducing payment delays

Requires the State Auditor to provide written summaries of all completed audits to the new oversight committee and present audits upon request
