Creates a 9-member task force to develop residential opportunity overlay districts, which would allow municipalities to adopt model zoning bylaws with clear, objective standards for residential development

Residential development meeting the model code requirements would receive a certificate of compliance from the zoning administrator with no hearing, municipal panel review, or appeal process

Task force includes legislators, the Commissioner of Housing and Community Development, and representatives from planning agencies, Vermont Natural Resources Council, Vermont League of Cities and Towns, Let's Build Homes, and the affordable housing development community

Department of Housing and Community Development provides administrative support and may hire third-party consultants; grants would be available for municipalities adopting the model code

First meeting required by August 1, 2026, with a report due December 1, 2026; task force terminates December 31, 2026
