Prohibits individuals from holding both a nondriver identification card and an operator's license simultaneously, and allows incarcerated individuals serving six months or more to renew their license or learner's permit at no cost prior to release from a correctional facility.

Increases civil penalties for operating prohibited vehicles in Smugglers' Notch from $1,000 to $10,000 (or $2,000 to $20,000 if traffic is substantially impeded), with doubled penalties for repeat offenses within three years, and adds five-point license assessment for violations.

Prohibits coloring, tinting, or covering license plates in any manner that changes their appearance from when issued, and allows DMV to temporarily suspend licenses or registrations for individuals who fail to pay the full amount due.

Permits electronic signatures on documents for transferring vehicle ownership to insurers for total loss claims, allows DMV to hand-deliver duplicate title certificates at DMV locations, and authorizes DMV to reimburse state agencies for towing costs of abandoned vehicles from public property.

Establishes a $40 fee for one-year nondomiciled commercial driver's licenses, exempts certain public employees from CDL requirements during weather emergencies, and increases snowmobile operation penalties to $450 for first offense and $500 for subsequent offenses within three years.
