Increases the Vermont Downtown and Village Center Tax Credit Program annual cap from $3,000,000 to $5,000,000, with no more than 30% of credits going to projects in a single municipality

Allocates $689,000 to the Vermont Small Business Development Center for business advising, $300,000 to Vermont Law and Graduate School's Small Business Law Center for free legal support, and $594,000 to the Vermont Community Action Partnership's microbusiness development program in FY2027

Appropriates $3,000,000 for brownfields remediation and redevelopment, $200,000 for a Vermont Outdoor Recreation Economic Collaborative study on the $2.1 billion outdoor recreation industry, and $150,000 for the International Business Office

Creates a 14-member Business Development Task Force to identify resources for businesses at all stages, improve small business access to capital, and address succession planning, with an interim report due November 15, 2026 and final report due November 15, 2027

Repeals the January 1, 2027 sunset date for the Vermont Employment Growth Incentive (VEGI) program and adds a new enhanced incentive allowing employee-owned businesses to receive 90% of new revenue growth (compared to standard 80%)
