Creates a competitive grant program through the Department of Commerce to fund fire protection services capital projects (planning, construction, repair, replacement, rehabilitation of fire facilities) for local governments in rural counties

Defines rural counties as those with fewer than 100 persons per square mile or smaller than 225 square miles

Caps funding at $2,000,000 maximum per jurisdiction per biennium and requires private or public matching funds (cash, equipment, land, buildings, or like-kind)

Prioritizes projects based on factors including ISO fire rating, leveraging of other funds, community health and safety impact, construction readiness, location in distressed areas, and consolidation of services

Requires annual reporting to the legislature by November 1, 2026 and each year thereafter, detailing applications received, projects approved, and grant disbursements
