Creates a new county local road program and establishes the county local road trust account within the motor vehicle fund to fund preservation and improvement of county roads not classified as arterials or collectors

County Road Administration Board will adopt rules for project selection based on criteria including investment in overburdened communities, environmental health disparities, access to federally recognized Indian reservations, road safety, and collision history

Eligible project types include 2-R and 3-R road work, reconstruction, bridge replacement on the national bridge inventory, removal of fish passage impediments, and pedestrian facilities

Counties diverting county road levy funds after December 31, 2025 are ineligible for program funding, except counties with populations under 8,000

Takes effect July 1, 2025 as an emergency measure and requires projects to be included in county six-year programs before board approval
