Office of the Superintendent of Public Instruction may administer a competitive school safety capital grant program for physical security improvements including security vestibules, metal detectors, key card access, remote door access, panic buttons, silent alarms, fencing, and lighting

Common schools, state-tribal education compact schools, and charter schools are eligible to apply; charter schools may only receive funding from sources other than the common school construction fund

Grantees must provide 100% matching funds, though schools with above-average free and reduced-price meal eligibility may qualify for a reduced match (minimum 25% of total project cost)

Projects must have a total estimated cost of $1,000,000 or less, and applicants must demonstrate site control for a minimum of 10 years

OSPI may use up to 3% of appropriated funds for administration; grantees found out of compliance must repay grant amounts plus interest if funded by general obligation bonds
