Amends RCW 43.119.050 to explicitly authorize the Washington State Women's Commission to solicit gifts, grants, and endowments from public or private sources, in addition to the existing authority to receive them

Private funds received must be reported regularly by the executive director to the Office of Financial Management

Private source funds cannot reduce or substitute for the commission's legislatively appropriated budget, and must be used for authorized projects and functions not funded by the legislature
