Cities and counties may require owners of single-family homes, duplexes, triplexes, quadplexes, cottage housing, townhouses, and attached accessory dwelling units to obtain a home energy performance report before publicly advertising the property for sale

Home energy performance reports must include a U.S. Department of Energy home energy score, estimated annual energy use and costs by fuel type, greenhouse gas emissions in tons per year, and recommended efficiency improvements

Local governments cannot mandate reports until they have analyzed financial impacts on low-income home sellers and adopted a mitigation program, including subsidizing report costs for low-income sellers

Reports must be prepared by auditors certified through U.S. Department of Energy-approved programs and remain valid for eight years if no changes occur to mechanical systems, building envelope, or square footage

Department of Commerce must develop and maintain a standardized report format by November 30, 2025, with local jurisdictions permitted to add criteria beyond the standard template
