Creates a statewide "Homes for Heroes" pilot program providing down payment and closing cost assistance loans of up to $25,000 or 5% of the first mortgage, whichever is less, with zero interest

Eligible occupations include law enforcement, firefighters, 911 dispatchers, EMTs, nurses, physicians assistants, mental health professionals, social workers, paraeducators, direct care workers, child care providers, and military servicemembers/veterans

Requires household income below 100% of state median income and full-time permanent employment in a qualifying occupation

Loan repayment deferred until the first mortgage is paid off or the property is sold, refinanced, rented, or transferred

Total program funding capped at $15,000,000, with no new loans after June 30, 2027; preliminary report due December 1, 2026 and final report due December 1, 2027
