Washington State joins the Cosmetology Licensure Compact, enabling licensed cosmetologists to practice across member states through a single multistate license, effective June 1, 2028

The compact creates the Cosmetology Licensure Compact Commission, a joint government agency of member states responsible for administering the multistate licensing program, maintaining a shared data system, and promulgating rules

Licensees must hold an active, unencumbered license in their home state to qualify for a multistate license and must comply with the scope of practice laws of any state where they provide services

Active military members and their spouses may retain their home state designation during active duty assignments, supporting workforce mobility for military families

The Department of Licensing must track revenues and costs separately for Washington single-state licenses and multistate compact licenses, treating them as distinct programs for fee-setting purposes
