Reduces the voter approval threshold for school district bond measures from a three-fifths (60%) supermajority to a simple majority (50%+1)

Eliminates the 40% voter turnout validation requirement for school district bond elections

Applies to bonds for validating/ratifying school district indebtedness, issuing general obligation bonds for capital purposes, and adjusting bonded indebtedness when forming new districts

Amends six sections of Washington state law (RCW 28A.535.020, 28A.535.050, 84.52.056, 39.36.020, 28A.530.020, and 28A.315.285)

Takes effect only if voters approve a related constitutional amendment (H-0190/25) at the next general election
