Authorizes federally recognized Indian tribes and cities to enter agreements by December 31, 2028 to extend urban governmental services beyond city and urban growth area boundaries to tribal lands that abut the city

Establishes compliance with the Growth Management Act for such city-tribal service agreements, removing legal ambiguity about whether these arrangements violate existing land use restrictions

Amends RCW 36.70A.110 to add tribal service agreements as an explicit exception to the general prohibition on extending urban governmental services to rural areas
