Permits any person to manufacture, use, or sell passenger vehicle tires in Washington that comply with federal motor vehicle safety standards under 49 U.S.C. Sec. 30111

Prohibits state and local governments from issuing rules that restrict or ban tires based on energy efficiency or rolling resistance ratings

Prevents the Department of Ecology from adopting restrictions on tire manufacture, sale, or use even if California's regulations include such restrictions

Bars state and local agencies from regulating tires under Washington's comprehensive climate response strategy (chapter 70A.05 RCW) or greenhouse gas reduction programs (chapter 70A.45 RCW)

Creates a new chapter in Title 19 RCW establishing consumer choice protections for federally-compliant tires
