Creates a new United States Naval Academy special license plate displaying a design related to the academy, with a $40.00 initial fee and $30.00 renewal fee

Proceeds from plate sales (after deducting up to $12 for initial issue and $2 for renewal for administrative costs) are deposited into the veterans stewardship account under RCW 43.60A.140

Funds must be used by the Department of Veterans Affairs for activities benefiting veterans or their families, including homeless veteran programs, veterans memorials, and state veterans' cemeteries

Adds the Naval Academy plate to the existing list of approximately 45 special license plate types available in Washington state

Takes effect November 1, 2025
