Parents or guardians gain the right to audio record their child's Individualized Education Program (IEP) team meetings without obtaining consent from other participants

Creates an exception to Washington's two-party consent law (RCW 9.73.030), which normally requires all parties to consent before recording private conversations

IEP team members other than parents must still comply with the two-party consent requirement if they wish to record meetings

Amends both the special education statute (chapter 28A.155 RCW) and the privacy/wiretapping statute (RCW 9.73.030)
