Creates the "moving assets to create healthy economic development account" to provide state matching funds for local communities, particularly rural areas, seeking federal economic development grants for broadband, housing, infrastructure, transportation, workforce development, and related projects

Political subdivisions, tribes, higher education institutions, consumer-owned utilities, small businesses, and nonprofits may receive up to 100% of required federal match; investor-owned utilities and other entities may receive up to 50%

Requires the Department of Commerce to create scoring criteria prioritizing projects based on jobs created, households affected, businesses impacted, federal funding amount, and rural/frontier county status

Mandates expansion of fundhub.wa.gov website by July 1, 2026 to include federal economic development funding opportunities, and requires the department to provide template support letters to applicants within five business days

Establishes biennial reporting beginning December 31, 2027 on the number of support letters issued, successful applications, state matching funds awarded, and federal funds received
