Expands the duty of good faith and fair dealing in workers' compensation claims from only municipal employers and private sector firefighter employers to all self-insured employers and their third-party administrators

Allows the director to withdraw self-insurer certification if any self-insured employer (not just municipal employers) violates the good faith duty three times within a three-year period

Violations can result in penalties ranging from 1 to 52 times the average weekly wage, paid to the affected worker

Applies to all workers' compensation claims regardless of the original date of injury

Takes effect January 1, 2026
