Transfers licensing and regulatory authority for cannabis production, processing, and testing from the Washington State Liquor and Cannabis Board to the Department of Agriculture, effective July 1, 2026

Liquor and Cannabis Board retains authority over cannabis retail sales, transportation, and delivery licenses, while the Director of Agriculture assumes oversight of producer, processor, and researcher licenses

All existing records, documents, equipment, appropriations, rules, contracts, and pending business related to transferred functions will move from the Board to the Department of Agriculture

Adds a new definition of "Director" (meaning the director of the department of agriculture) to the controlled substances chapter and updates numerous statutory references throughout RCW 69.50 to reflect the split authority

Declared an emergency measure, taking effect July 1, 2025, to allow preparation time before the July 1, 2026 transfer date
