Amends Washington's health technology assessment program to prioritize review of technologies that already have patient access established under federal Medicare or in nationally recognized expert treatment guidelines from specialty physician or patient advocacy organizations

Requires the health technology clinical committee's determinations to be consistent with federal Medicare decisions and expert treatment guidelines unless substantial evidence supports a contrary determination

Mandates special procedures for life-threatening or rare diseases, including evaluation of all applicable clinical trials and consideration of expert input when randomized controlled trials would be unethical, impractical, or impossible

Establishes 180-day timeline for the committee to complete reviews and communicate decisions on new technology or rereview assessments, with written explanations required for adverse determinations

Requires the Health Care Authority to publish notice of new technology assessment submissions on its website within 30 days of receipt
