Prohibits pet insurers from canceling or refusing to renew policies based on the pet's age, detection of preexisting conditions, or development of chronic, orthopedic, congenital, or hereditary conditions during the coverage period.

Limits waiting periods for illnesses or orthopedic conditions to 30 days maximum, prohibits waiting periods for accidents, and bars waiting periods on policy renewals.

Requires insurers to allow waiting periods to be waived upon completion of a veterinary medical examination, with the policyholder paying unless the policy states otherwise.

When a pet insurer transfers policyholders between affiliated companies, the replacement company must honor existing policies through expiration, offer new coverage without waiting periods or veterinary exam requirements, and cannot cancel based on the protected conditions.

Prohibits conditioning eligibility for pet insurance on participation in a separate wellness program.
