Redirects a portion of aircraft fuel sales and use tax revenue from the state general fund to the aeronautics account, with 0.5% credited to aeronautics from July 1, 2025 to June 30, 2027, increasing to 1% beginning July 1, 2027

Aircraft fuel excise tax revenue continues to be credited entirely to the aeronautics account; the remaining 6.5% minus the aeronautics portion goes to the general fund

Requires the WSDOT aviation division to track and report annually to legislative transportation committees from 2025-2031 on airport aid grant program projects, including project descriptions, state grants, and federal/local matching funds

Mandates biennial reporting beginning June 30, 2027 on estimated funds returned to the general fund through sales and business/occupation taxes generated by funded airport projects

Declared an emergency measure, taking effect July 1, 2025
