Expands Washington's crime of endangerment with a controlled substance (RCW 9A.42.100) to include fentanyl and other high-potency synthetic opioids, in addition to the existing coverage of methamphetamine

Makes it a crime to knowingly or intentionally permit a dependent child or dependent adult to be exposed to, ingest, inhale, or have contact with fentanyl being used in its manufacture

Includes fentanyl's salts, isomers, and salts of isomers within the scope of the prohibition

Exempts controlled substances administered pursuant to a valid prescription for a dependent child or adult

Endangerment with a controlled substance remains classified as a class B felony
