Creates a tenant assistance program administered by the Department of Commerce, providing grants to public housing authorities for monthly rental assistance payments up to $400 to eligible renters

Eligibility requires household income at or below 80% of county median income, spending more than 30% of income on housing costs, and ability to reach the 30% threshold with $400 or less in assistance

Priority given to renters with incomes at or below 60% of median income or those receiving supplemental security income; assistance limited to 12 consecutive months per household

Funded by redirecting 20% of the existing $183 document recording fee surcharge from July 1, 2025 through June 30, 2032, depositing funds into a new tenant assistance program account

Requires annual reporting by Department of Commerce starting July 30, 2026, and a joint legislative committee review of program efficacy by December 1, 2031
