Expands the definition of "telephone solicitation" and "commercial electronic text message" to include calls/texts aimed at wrongfully obtaining anything of value or soliciting donations, not just promoting sales

Prohibits sending commercial electronic text messages to Washington cellular numbers registered on the federal Do Not Call registry

Requires telephone solicitors requesting donations to ask called parties whether they want to continue, end the call, or be removed from contact lists

Establishes fines up to $1,000 per violation and allows aggrieved individuals to sue for damages of at least $1,000 per violation plus attorney fees

Declares violations to be unfair or deceptive acts under Washington's Consumer Protection Act, enabling enforcement by the Attorney General
