Washington State Institute for Public Policy must conduct a study to identify primary cost drivers for homeownership and rental housing in Washington state, with a final report due to the legislature by December 1, 2026

The study requires fact-finding and stakeholder discussions with at least 22 specified groups including economists, nonprofit and for-profit developers, builders, labor unions, realtors, cities, counties, tenants, landlords, lenders, utility providers, and housing authorities

Cost driver analysis must cover single-family homes, multifamily housing, middle housing, accessory dwelling units, and co-living housing

The Department of Commerce must cooperate with the Institute to provide access to necessary data and resources

The act expires June 1, 2027, and is contingent on specific funding being provided in the omnibus appropriations act by June 30, 2025
