Amends RCW 9.41.041 to expand venue options for filing firearm rights restoration petitions, allowing filing in any county that entered a prohibition, the petitioner's county of residence if the conviction occurred out of state, or Thurston county for non-Washington residents

Maintains permanent prohibition on firearm rights restoration for persons convicted of felony sex offenses, class A felonies, or felony offenses with maximum sentences of at least 20 years (excluding certain drug offenses)

Requires 5-year crime-free period in the community for felony convictions or specified serious misdemeanors (domestic violence, stalking, harassment, firearm offenses, animal cruelty, DUI priors, protection order violations) before petitioning for restoration

Requires 3-year crime-free period for nonfelony crimes not covered by the 5-year requirement

Petitioners must have no pending charges, completed all sentencing conditions except nonrestitution fines/fees, no prior felonies counting toward offender score, and pass law enforcement background verification confirming eligibility to purchase a firearm
