Requires all Washington public school districts, charter schools, and state-tribal education compact schools to adopt policies restricting student mobile device use during instructional hours beginning in the 2026-27 school year

Office of the Superintendent of Public Instruction must submit a report to the legislature by December 15, 2025, summarizing existing mobile device policies and recommending strategies such as secure containers, designated locations, or collecting devices at classroom entrances

Washington State School Directors' Association must develop and publicly post a model policy by March 15, 2026, aligned with the superintendent's recommendations

Policies must include exceptions for emergencies, students with disabilities, English learners, students with health conditions, and instructional purposes

Schools must share the mobile device policy with students and parents/guardians at least annually; "mobile device" excludes school-issued devices
