Establishes prioritization criteria for enrolling eligible clients in Developmental Disabilities Administration home and community-based services waiver slots, including persons age 45+, those hospitalized without safe discharge plans, high school graduates needing supported employment, and those discharging from institutional settings

Prioritizes individuals found incompetent to stand trial due to developmental disability, those at immediate risk of intermediate care facility admission, and current/former community protection waiver recipients

Requires persons meeting criteria under RCW 71A.12.370 to be enrolled in waiver services consistent with federal law and funding requirements

Mandates the administration collect and publicly post data on waiver enrollment numbers, capacity, waitlists, and unfulfilled service requests, including breakdowns by prioritized populations
