Establishes a financial aid completion and postsecondary enrollment program administered by the State Board for Community and Technical Colleges, replacing the previous pilot program

Allows participation by community/technical colleges, public four-year institutions, tribal organizations, or community-based organizations located in educational service districts with the bottom five FAFSA completion rates

Requires outreach and enrollment specialists to work directly with high schools to help students complete FAFSA and Washington Application for State Financial Aid, navigate college applications, connect with apprenticeship programs, and access private scholarships

Prioritizes outreach to schools with higher percentages of students eligible for free or reduced-price lunch and requires coordination with existing school counseling programs

Mandates annual legislative reports beginning January 15, 2026, and requires the Education Data Center to submit a comprehensive report by December 1, 2027, on completion rates and first-time postsecondary enrollment disaggregated by demographic data
