Ties Washington College Grant award increases to institutions signing annual nondiscrimination affidavits covering race, sex, sexual orientation, disability, immigration status, and other protected classes in admissions and employment practices

Freezes grant amounts at 2024-25 levels for institutions that do not sign the affidavit or are subject to discrimination settlements/court orders under Chapter 49.60 RCW (Washington Law Against Discrimination)

Sets maximum grant amounts by institution type: public 2/4-year institutions receive tuition plus fees for 15 credits; private 4-year nonprofits at $9,739; private 2-year nonprofits at $3,694; private 4-year for-profits at $8,517; private 2-year for-profits at $2,823; Western Governors University at $5,619

Allows compliant institutions to receive annual increases capped at the tuition growth factor, defined as the 14-year average growth rate of Washington's median hourly wage per federal Bureau of Labor Statistics

Exempts theology programs and campus ministry departments from the nondiscrimination requirements; institutions found in violation may regain eligibility by fulfilling court/settlement obligations or taking corrective steps approved by the Washington State Human Rights Commission
