Counties must collect and retain records of all public works activities undertaken on county roads that are on or adjacent to property owned by others

Records must document the amount of soil, trees, shrubs, gravel, or other natural/organic materials removed when exceeding a "de minimis" threshold (defined as too small to be noticed by the naked eye)

Counties must track where removed materials were taken, how they were disposed of, and whether any materials were reused for other projects

Documentation must include whether materials were tested for contaminants and the results of any such testing
