Expands and clarifies definitions of animal care standards including "necessary food," "necessary water," "necessary shelter," "necessary sanitation," and "necessary space" with specific requirements for species-appropriate care, temperature, ventilation, and cleanliness

Allows officers to enter property without a warrant to provide food and water to confined animals before 24 hours if the animal's health or life is in imminent danger, and reduces the threshold from 36 to 24 consecutive hours for when any person may enter to provide care

Strengthens penalties for violating animal ownership prohibitions: first violation becomes a misdemeanor, second violation a gross misdemeanor, and third or subsequent violations a class C felony (upgraded from previous civil penalties)

Imposes permanent prohibition on owning, caring for, possessing, or residing with animals for first-time convictions of animal cruelty in the first degree or animal fighting, with a two-year ban for first-time animal cruelty in the second degree

Adds "aiding or abetting" animal fighting as a criminal offense and classifies animal fighting with intentional mutilation as a seriousness level IV crime for sentencing purposes
