Landfill permits must now be reviewed and approved by the Department of Ecology prior to issuance by local health departments, with permits issued after August 1, 2027 considered invalid without department approval

Department of Ecology can take over enforcement from local health departments when local enforcement is inadequate, including when inspections aren't conducted within 45 days of reported violations or enforcement actions aren't taken within 90 days of issuing a notice of violation

Civil penalties of up to $5,000 per day for the first 14 days of violations can be imposed, increasing to $10,000 per day if violations continue beyond 14 days

Local health departments must notify the Department of Ecology of all reported violations, observed violations, notices issued, and enforcement actions taken at solid waste handling facilities

The law takes effect July 27, 2025, contingent on specific funding being provided in the state budget by June 30, 2025
