Department of Social and Health Services must contract directly with service providers for community inclusion services under home and community-based waivers for individuals with developmental disabilities

Community inclusion services must include incidental personal care, allow group settings (not restricted to one-to-one ratios), and provide peer interaction opportunities

Providers may only bill for direct client services, with exceptions for reasonable transportation fees and up to 15 minutes per week per client for administrative tasks

Service hours for community inclusion cannot be reduced when integrated into aggregate services subject to dollar limits; access must be based on assessed service hours

Long-term care workers providing only community inclusion services are exempt from certified home care aide requirements under RCW 18.88B.041
