Establishes the "Providing Effective Education for Reentry Success" program within the Department of Corrections to expand postsecondary education and digital literacy access for incarcerated individuals

Permits incarcerated individuals to purchase and retain personal laptop computers with WiFi capability, cameras, microphones, and health-related digital devices (glucose monitors, heart rate monitors)

Requires the department to install and maintain broadband infrastructure in all correctional facilities and make educational websites accessible within two weeks of faculty or inmate requests

Limits priority enrollment in state-funded postsecondary programs to no more than 67% of available seats, with priority given to those who recently completed prerequisites and those without existing degrees

Exempts funds used for laptop purchases, online learning costs, and educational expenses from standard inmate fund deductions that otherwise apply to contributions toward incarceration costs, victim compensation, and legal obligations
