Cities and towns must permit neighborhood stores and neighborhood cafés (minimum 500 square feet each) in any residential zone, with cafés required to offer food if serving alcohol

Neighborhood cafés must be allowed to operate for at least 12 consecutive hours; cities may regulate parking only if regulations are feasible

Neighborhood stores in residential zones cannot sell nicotine products, and neither stores nor cafés may display street-visible signage or advertising for products illegal to sell to those under 21

Cities with 2027 comprehensive plan deadlines under the Growth Management Act must incorporate these requirements in that update; all other cities have two years to implement

Adoption of ordinances and regulations to comply with this act are categorically exempt from State Environmental Policy Act (SEPA) review requirements
