Raises the age at which minors can independently consent to STD/HIV treatment from 14 to 17 years old

Increases the minimum age for minors to self-admit to inpatient mental health or substance use disorder treatment without parental consent from 13 to 17 years old

Raises the age for minors to receive outpatient behavioral health treatment without parental consent from 13 to 17 years old

Prohibits state funding for abortions for minors under 17 without parental consent, except when the minor's life is in imminent danger from a serious physical condition

Abolishes the "mature minor rule" (implied emancipation doctrine from Smith v. Seibly, 1967), preventing minors under 17 from providing informed consent for health care procedures unless specifically authorized by statute
