Removes "failure to register as a sex offender (second or subsequent offense)" from the crime seriousness level II category in the sentencing guidelines table

Establishes two years of community custody for second or subsequent felony failure to register violations, and one year for first-time felony violations

Requires the Department of Corrections to utilize existing resources to support compliance and improve community functioning for individuals committed for sex offenses or failure to register offenses as part of individual reentry planning

Directs the Washington Association of Sheriffs and Police Chiefs to review model policies and identify opportunities to streamline registration processes, including remote registration options, with findings due December 1, 2025
