Prohibits the sale, display, marketing, and advertising of all flavored tobacco and nicotine products in Washington state beginning January 1, 2026, including menthol cigarettes, flavored cigars, flavored vape products, and nicotine pouches with flavors like fruit, candy, mint, or any cooling/numbing sensation

Bans "entertainment vapor products" that feature interactive gaming or entertainment functions such as video games (pac-man, tetris), music playback, photo/video display, or animations built into the vaping device

Requires the Department of Health to develop a statewide prevention and awareness campaign about flavored tobacco products and report to the legislature by January 1, 2026

Establishes escalating penalties for violations: $1,000 for first offense up to $10,000 and 12-month license suspension for fourth offense, with license revocation for five or more violations within three years

Designates violations as unfair or deceptive practices under the Consumer Protection Act (RCW 19.86) and requires retailers to display signage about the prohibition on flavored product sales
