Expands eligibility for Washington's multifamily housing tax exemption program from counties with unincorporated populations of at least 170,000 to all counties required or choosing to plan under the Growth Management Act (RCW 36.70A.040)

Removes previous restrictions that limited county participation to specific scenarios such as rural counties with sewer systems, counties with college campuses of 1,200+ students, or counties promoting transit-supportive densities near frequent bus service

Requires residential targeted areas designated by counties to be located within urban growth areas, with counties after July 25, 2021 required to evaluate displacement risk before designation

Maintains requirement that property owners in unincorporated county areas must commit to renting or selling at least 20% of multifamily units as affordable housing to low and moderate-income households

Amends RCW 84.14.010 and 84.14.040 to implement these eligibility changes while preserving existing city eligibility criteria and program standards
