Adds a new $50 surcharge on most superior court filing fees, including civil actions, appeals, judicial review petitions, probate proceedings, and will contest petitions

Distributes the $50 surcharge as follows: $20 to the Washington State Legacy Project, State Library, and Archives Account; $25 to the Judicial Stabilization Trust Account; and $5 retained by the county for clerk's office operations

Removes outdated statutory language referencing the 1972 fee schedule transition for civil actions and probate proceedings filed before July 1, 1972

Effective date is July 27, 2025
