Converts the temporary habitat recovery pilot program (created in 2021, set to expire June 30, 2025) into a permanent "habitat restoration permit pathway program" for salmon recovery projects

Eligible projects must directly benefit freshwater, estuarine, or marine fish habitat and be approved/funded by one of 15 designated restoration programs, including the Salmon Recovery Funding Board, Brian Abbott Fish Barrier Removal Board, and tribal-sponsored fish recovery projects

Expedites permitting by exempting qualifying projects from State Environmental Policy Act (SEPA) requirements and eliminating the need for separate local or state permits beyond the single consolidated permit

Adds two new eligible funding sources: Clean Water Act section 319/Centennial Clean Water Program grants and the Washington Wildlife and Recreation Program habitat conservation account

Requires permit decisions within 45 days of complete application, with a multiagency permitting team process available for disputed projects; takes effect June 30, 2025
