Raises the burden of proof for voter registration challenges from "clear and convincing evidence" to "beyond a reasonable doubt," and requires challengers to appear in person at hearings while challenged voters may participate remotely or by affidavit

Requires challengers to send certified letters to disputed addresses using secretary of state forms, eliminates previous requirements to search phone directories, property records, and voter databases in other states

Limits who can file challenges to registered voters from the same city/town or county as the challenged voter, or the county prosecuting attorney

Creates new criminal penalties: perjury charges for knowingly providing false challenge information, and misdemeanor charges for knowingly filing challenges without reasonable cause

Prohibits immediate voter registration cancellation when voters register in another state or are reported deceased by third parties; instead requires notice to voters and allows two general election cycles to respond before removal
