Creates the Commercial Liftoff for Energy from Advanced Nuclear (CLEAN) Advisory Commission, a 13-member body with nuclear energy expertise to accelerate nuclear energy deployment in Washington

Commission membership includes representatives from Washington State University, University of Washington, Pacific Northwest National Laboratory, US Department of Energy, state agencies, a federally recognized tribe, labor, and business organizations

Requires the commission to meet at least 5 times annually and submit recommendations to the governor and legislature by October 1st of each even-numbered year, with the first report due October 1, 2026

Commission will develop a detailed roadmap with timelines and targets for siting and building additional nuclear facilities, including workforce needs assessment

Authorizes the commission to establish offices, hire staff, set compensation, and solicit gifts and grants from public or private sources
